No. It's not a program I use much. I think 'Skeleton' was written using 'Game Maker' which (if I'm right) was quite a feat. But like 'Pivot' it's very useful for testing character designs. If you want to use the cut-out style, then I'd suggest 'Creatoon' or (when it's been developed a bit more) 'Express Animator'. For drawn styles, then 'Artoonix' is good. All are either free or very affordable if you choose to register. Artoonix can be used free forever if you don't want advanced functions.

BrandanDoom ... Have checked. Skeleton was created with Game Maker v.6. If you search using the keyword 'Skeleton' and the phrase "Game Maker", you will be taken to the YoYo Game Maker Community website. The Lite version of Skeleton is there, but the full version is available from CNet. I've just tested that link and it works. Details from the YoYo site are:
File Size: 3.41 MB
Version: 1.1
Resolution: windowed, will adapt to your screen size (does not change resolution)
